Update found safe
If anyone can look at the islands in the James below 9th street bridge for my son Kyle Stephens. He said he was walking on the dam in the river at 2 pm yesterday. His phone went offline at 3 and his keys were pinged at the floodwall path at near the 9th street bridge at 3. He has been missing for 24 hours. He has not returned to his car, purchased anything or been online. His location is no longer discoverable.
