High water Heads Up in City of Richmond

I saw 2 boaters this morning who had been surfing at "Z" dam, with their cars parked on Riverside Drive next to the dam, talking to a policeman. So, take your usual precautions today by observing the city's high water ordinance and parking where it is permitted. Keep cars out of the Pearsall's driveway (across from "Z" dam") and have yourself a safe and fun day.

There is a large oil slick heading to Richmond.
