OCT NB Potomac, Barnum to Bloomington April 29th and 30th
This is a great trip for paddlers who are looking for a step up to intermediate whitewater, plus there’s plenty of play spots and nice scenery to keep more advanced paddlers entertained.
This is a scheduled dam release which means a good water level is guaranteed. It also means that the water will be cold even if the weather’s warm, so take that into account when you pack your gear.
Meeting Time and Place: We’ll meet at the Bloomington water treatment plant (takeout) at 10 AM, Saturday, April 29th Location: 95 Race Street, Bloomington, MD, Lat/Long: 39.476928, -79.069726
In case you are running a little late, the put in is Barnum, WV 39.442411, -79.114286
I’m planning to camp and make a weekend of it. Camping at Robert Craig State Park

Can't beat the Robert W. Craig campground at Jennings Randolph Lake:

Looks like Craig Campground is closed thru April 30; opens for 2017 season on May 1

savage river
There is a Maryland SP campground at the end of the Savage River Road. Pit toilets and pump water but better than nothing

Thanks so much for the suggestion! That campground was not showing up on any web search. Reservations at the Savage River State Forest campground appear to be first come, first served, so if you let me know that you plan to camp, I can go the the forest HQ before we meet in Sat morning and reserve a site for you

I think my plans are getting pretty firm, so I thought I'd sum everything in one place:
Prepare for cold water: This is a scheduled dam release which means a good water level is guaranteed.

Camping:Plan to camp and make a weekend of it. Camping at Savage River State Forest campground Savage River State Forest Headquarters, 127 Headquarters Ln, Grantsville, MD 21536 (39.6376607, -79.1602267). Its 25 miles from Bloomington, but is the closest option for this weekend. Camping is $10 a night and the camground is unstaffed, so make sure you have exact change when you self-register at the campground. never mind my earlier request that you let me know in advance if you are camping.
